New container to authenticate to aws-ecr

We added a new docker image called concourse-ecr-login. This image has the AWS cli and docker installed.

This image can be used to fetch credentials from AWS to authenticate to ECR when using the registry-image in Concourse. See our documentation on how to implement this in your pipelines.
